Title: Staged development
Text: "If development requires more than 8 pads/sq. mile on federal lands and minerals, the operators will be required to either drill additional wells from existing pads (pad drilling) or install CPFs (centralized production facilities). This will reduce the effects of human activity upon sage grouse breeding and nesting by reducing the daily and weekly maintenance traffic at individual well locations."
