Annotation: This Proposed Resource Management Plan and Final Environmental Impact Statement describes and analyzes six alternatives for managing the Upper Missouri River Breaks National Monument located in portions of Blaine, Chouteau, Fergus, and Phillips Counties in north central Montana. Appendix R includes noise mitigation measures for wildlife and a list of species that can be found in the monument.
