Title: No construction or maintenance activities when soil is too wet
Text: "Soils and Water- Mitigation Measures: Various techniques will be employed to reduce soil erosion. ... Depending upon the site-specific situation, the chief mitigation measures to be employed include the following: No construction or routine maintenance activities shall be performed during periods when the soil is too wet to adequately support construction equipment. If such equipment creates ruts in excess of 6 inches deep, the soil shall be deemed too wet to work."
