Text: "Roads will be constructed as described in BLM Manual 9113. New main artery roads will be designed to reduce sediment, salt, and phosphate loading to the Green and New Fork Rivers. Where necessary, running surfaces of the roads will be graveled if the base does not already contain sufficient aggregate."
