Text: "Developed or Designed Roads: Methods for designing road crossings: All crossings should consider the failure of the crossing during flows beyond the design capacity. This can be accomplished by allowing the road fill to be breached in pre-determined locations during storm events greater than the design capacity, and not diverting the water to a new pathway causing gullying, erosion, and formation of a new channel."
