"The purpose of this Manual Section is to provide policy and guidance, consistent with appropriate laws, for the conservation of special status species of plants and animals, and the ecosystems upon which they depend. These are species which are proposed for listing, officially listed as threatened or endangered, or are candidates for listing as threatened or endangered under the provisions of the Endangered Species Act (ESA); those listed by a State in a category such as threatened or endangered implying potential endangerment or extinction; and those designated by each State Director as sensitive. Conservation in this section and pursuant to the ESA means the use of all methods and procedures which are necessary to improve the status of federally listed species and their habitats to a point where the provisions of the ESA are no longer necessary. Conservation of special status species means the use of all methods and procedures which are necessary to improve the condition of special status species and their habitats to a point where their special status recognition is no longer warranted." |
