This Proposed Resource Management Plan and Final Environmental Impact Statement describes and analyzes six alternatives for managing the Upper Missouri River Breaks National Monument located in portions of Blaine, Chouteau, Fergus, and Phillips Counties in north central Montana. Chapter 2 outlines the different proposed alternatives and highlights their respective lease stipulations for oil and gas development. |

"Federal -- The Monument includes about 375,000 acres of BLM
land in northcentral Montana in Blaine, Chouteau, Fergus and Phillips Counties. This planning area is shown in Figure 1.1. The Monument also includes about 396,000 acres of federal minerals. The BLM has no
