All unnecessary berms will be removed and all cuts (including roads) filled. [There is a NSO stipulation attached with this decision that says "No surface occupancy or use is allowed on National Historic Landmark Areas, Register Properties, and Potential Register Properties. Waivers, exceptions, or modifications to these limitations may be specifically approved in writing by the authorized officer of the BLM if either the resource values change or the lessee/operator demonstrates that adverse impacts can be mitigated."]"
