Title: Require surface water monitoring program
Text: "Surface Water Monitoring: The operators north of Wyoming Highway 351 will develop a surface water monitoring program in cooperation with the State of Wyoming and the BML...The purpose of the surface water monitoring program will be to establish baseline conditions in the New fork and Green Rivers which are currently included in Table E of the State of Wyoming's 303(d) program...The monitoring program must be designed to verify that the rivers do or do not continue to support their designated use...In addition to chemical components, the monitoring program should include channel conditions near culverts and long-term effects of surface distubance on erosion in the PAPA."
