Title: Avoid putting roads and facilities in sensitive areas
Text: "When drilling sites are located in or at the head of drainages, drill sites and access roads may add sediment to streams and wetlands. Channel degradation may also occur. Heavy sediment loads or severe degradation would affect riparian vegetation. Roads and facilities are supposed to avoid sensitive areas "to the extent practicable."
