Title: No surface disturbance, permanent facilities, etc. near surface waters, riparian areas, wetlands and 100 year floodplains
Text: "All surface disturbance, permanent facilities, etc., would remain a minimum of 500 feet away from the edge of surface waters, riparian areas, wetlands, and 100-year floodplains unless it is determined through site specific analysis, approved in writing by the BLM Authorized Officer, that there is no practicable alternative to the proposed action. If such a circumstance exists, then all practicable measures to mitigate possible harm to these areas must be employed. These mitigating measures would be determined on a case-by-case basis and may include, but are not limited to, diking, lining, screening, mulching, terracing, and diversions"
